Chat feature enabled for Hub

Chat feature has been enabled. With this, you can send chat messages one-to-one to one more members. Chat groups can be created (private & public).

Please use this feature judiciously. Misusing it may result in block or kicks. Down the line if it is putting extra load on server, we may disable it.
